The answer is Adobe ImageReady. I use the CS version, so I don't know if this will work with earlier versions. I simply dragged a QuickTime .mov file on top of the ImageReady icon in my dock; it opened up, and then gave me the option to import it from beginning to end or a selection. When you select, each frame will be displayed under the "Animation" tab, as well as layers in the "Layers" tab.

I didn't mess with anythig, and just went to File>Export>Macromedia Flash SWF. It'll give you some options, but I just hit OK, and there I had it!

Notes: I did this with a small 7 second clip, so I don't know how stable it is with large videos.

There won't be any sound unfortunately.

I haven't tried it with aything but .mov files, so if something like .mpg doesn't work, you can always convert it to .mov. (I use QT Pro)
